1. Yes both netPI RTE 3 and netPI CORE 3 both are using the same BCM43438 chip which is a Wifi/Bluetooth combo chip. I have appended the data sheet to this post.
2. And yes all projects offered on github are free of charge and can be used by anyone who is interested it. Especially since the github repository provided is just a recipe (Dockerfile) of how to compile the stack and what to do to get bluetooth operative. So reuse the repository for your own repository without any limitations. This is why we make this kind of example containers for netPI.
